Even fresh installed chrome, the search bar will be broken after sync. I had to switch to firefox cent browser ...etc. Google search can't find any useful information at all. Even google's own community forum. But I solved it today in an unexpectedly simple way...
You can turn off chrome sign-in requirement and choose an offline/local account instead and you still can use chrome and your accounts. here is how go to settings, go to sync and google services, toggle off Allow chrome sign-in, restart chrome.
A few weeks ago adware got installed accidentally following which I wasn't able to change my default search engine to google. I was able to fix the issue by resetting the Chrome however since then Address bar doesn't search anything anymore and instead opens google.com.

If the settings menu doesn't open or isn't there, Chrome might have a problem. To fix, uninstall Chrome then download Chrome again from google.com/chrome and reinstall it.
