It appears that as of the most recent Chrome update the downloads bar at the bottom has disappeared AGAIN even after using chrome://flags/#download-bubble and disabling.
I couldn't find it anywhere, even after visiting chrome://extensions/ and disabling and then re-enabling it. What finally fixed it was disabling all of my extensions, then enabling just LastPass. Then it appeared.
